ppm implies a mixture, parts of one thing in millions of parts of a second thing. You haven't told us what the second thing is, liter of water, cubic meter of air, etc.

To convert the moles of the first thing, we need to know what it is, or at least its molecular weight. We also need to know whether the ppm should be stated on mass ratio, mole ratio, volume ratio, etc.
