Wikipedia has an article. In various units,

v/c = B^(3/2)

the constant c in various units is

c = 0.836 m/s = 3 km/h = 1.625 knots = 1.87 mph.
Use the one appropriate to the units you want. Use integer Beaufort numbers for the center of the range, plus and minus one-half for upper an lower bounds.
