If I have a 1cc syringe and a 1ml syringe and i need to draw up 0.1ml in a 1 cc syringe, do I fill to the 10 on the cc syringe?

No, to get 0.1 ml in a syringe graduated in cc, fill to 0.1 cc

cc and ml are equal amounts, the same volumes. 1 cc = 1 ml, and vice versa.
