how many cups per kg?

Does anyone have a definite answer for this one?
I'm measuring flour, but don't want to dump out a 2.5 kg bag to find out how many cups are in it.
I need to know how much it costs per cup if the 2.5kg bag is $2.13.
I'm doing up a price per child's meal for a daycare and we bake our own muffins, banana bread, granola bars, etc. Have to prove it's cheaper this way or to just buy the products.
Can anyone help me?

Try the converter page on this website (link is in upper left corner). For some reason, it won't allow me to link to the specific converter page, but there is a converter for cooking. It says 2 kg of all-purpose flour is just slightly over 20 cups.
