That depends on the substance you are converting. By the way, there is no such unit 'cubic liters', liter itself is a measure of capacity.

One liter of water weighs exectly 1 kilogram, but the same one liter of oil, for example, weighs less. To convert from capacity to weight/mass you have to know the density or specific gravity of the substance.
