has any one, have any idea, what the building code measuring tolerance is, plus ( + ) mines ( - ) what ?? :?:

in gen.set back from property line, door ways,windows, and their location, walls, length and width of rooms.

More information is needed. It depends on which "Building Code" you're using and what aspect of a particular job you're referring to. Tolerances for handrails is vastly different from tolerances for grading.
