Converting kips of bolt tension into a foot/lb measurement

Our forum has been available for many years. In September 2014 we decided to switch it to read-only mode. Converting kips of bolt tension into a foot/lb measurement

I need a calibrated wrench measurement in ft/lbs that I can apply to a bolted connection that is supposed to have 28 kips of pretension. Is there a correlation between these two measurements and if so what would it be?
