What kind of "parts?" Parts per million can be a ratio of two quanitites measured in moles, volume, or weight, and in general, the three ppm values will be different. If you don't know what KIND of ppm you have, there is nowhere to start.

If you do know, then write the ppm as umol/mol, ug/g, or uL/L Now you can see what conversions you must perform on the numerator and denominator to get what you want. You will probably need to know the density and/or molecular weight of both the substance and the solvent. This means knowing their names and chemical formulas to consult chemical references.

In general, an equation would only apply to a particular substance, solvent, and type of ppm. You really need a process.
