Ideal gas law.
CFM is measured at actual temperature and pressure. SCFM is volume adjusted by ideal gas law to a reference temperature and pressure. The reference pressure is almost certainly 1 atm, 101.325 kPa. The temperature varies by gas and by industry, 15 C, 20 C, 60 F, and 70 F are all used. (In ideal gas law, be sure to convert the temperature to absolute, either kelvin or Rankine depending on which units you are using.
