Percent is just "parts per hundred." Multiply by 10000 for parts per million, 50000 ppm.

The flow rate has nothing to do with it.

One complication: both percent and ppm may be calculated based on ratio of masses, volumes or number of moles. The conversion above assumes the same basis is used in both cases.
