Do you want the ppb expressed as a ratio of weights, volumes, or moles. At least one of your quantities are presently in the wrong units.

The conversion will be dependent on what the materials of both the numerator and denominator are, you may need their densities, or molecular weights, but (at least) one must be converted so they are in like units.
