4 oz, or one quarter of a pound, about 113.4 g.

The waxed paper wrapper is marked in teaspoons (5 mL) and tablespoons (15 mL), which may also encountered in US recipes. You measure butter by cutting a measured length.
(8 T per stick, and a little more; the stick is slightly longer than the marked area)
