Converting millimeters to degrees

The question requires some additional information in order to be answered. First, I am assuming that the degrees are circular in nature (as opposed to temperature).

Degrees of arc are a relative measure depending on the distance away from the center point of the arc. Thus, if you are 1 meter from the center point and you go up 1 meter, then you have a 45 degree angle (imagine an equilateral triangle). If it was one kilometer (1000 meters) out and 1 kilometer up, the angle is still 45, conversely, 1 mm out and 1 mm up is 45 degrees.

you need to tell us a little more about how far out and how high up. Then you can use a protractor, a table, or a calculator to calculate your angle depending on what information you have.
