We used two pounds of pesticide diluted in 264 gallons of water. What is the dillution rate? Is it 63.36?

No, it is about 1:1096 as water weighs about 8.3 lbs/gallon.

But many dilution directions are based on volume, so you would need to know gallons (or fraction of a gallon) of insecticide to gallons of water. If you measure the insecticide in fluid ounces, there are 128 fl oz per gallon.
