Not sure about mkg abbreviation. What unit is it? May it be misspelled mcg (microgram)?

As for dm3, it is exactly the same with l (liter).

If the first measure were 0.03 mcg/dm3, the conversion would be the following:
mcg = 0.001 mg
dm3 = liter

So 0.03 mcg/dm3 = 0.00003 mg/l
